This is almost certainly because your local firewall is blocking some connections. If you’re running MalwareBytes for example, it will block what it regards - incorrectly - as malicious peers.
Delete the torrent, temporarily disable your firewall software and restart your torrent client and re-add the torrent and see if that works.
Re-enable firewall once you’ve got the torrent.

Firewall disabled locally and at router, still stuck at 75% metadata when re-added.

@lobsterjohn - it must be your connection, check your firewall and try it from a different device or network. There are at least 16 seeds on the torrent at the time of writing this and it downloads fine.

Thanks for the help moonoblong!
The source of the problem on my end was transmission! Trying it on different devices on different networks produced the same error. The only common factors were the torrent and the software.
Updating to the current nightly version fixed my issue.
